Tricky. But I think across the top is White Rabbit, Thumper, and Oswald. Bottom row is Skippy (that’s the one I am least sure of), Miss Bunny, and Judy Hopps.

I still say bottom left is Rabbit. In the older illustrations he has shorter ears that are close together and he has the little hairs on his head.

For many years, yes, but not "always since 1982.". First, it was a large house that was also a store, like the Grand Floridian. That was located in the seating area of Liberty Inn (counter service restaurant). Then they discontinued that, and the last few years it's been a smaller display in the American Adventure Lobby modeled after some of the Washington DC buildings and monuments.

The small ears, and the hairs on the head would support that theory, but she doesn't have whiskers and her cheeks are very plump

I suppose it still could be Skippy, but his ears are longer the face shape just doesn't read right to me? Also again, no whiskers. Btw it's very hard to find images of Skippy without Robin's hat on LOL. That would be interesting to get as a pin tho!
