In general, silkscreened elements like Cruella's mouth on this pin are added at a later part of the pin making process. So I suspect there was a batch of pins that went through the initial stages of creation, but not all of them went through the final processes including the silkscreening. Or perhaps an error was discovered, they made a batch with the wrong color metal. The unused, incomplete pins were supposed to be trashed, but were sold instead.
So scrapper.
