In this case, I do not think that the seller is crazy. Those 2 pins have free shipping within US.
My guess is that the seller accepted Ebay's new "Global Shipping" policy. It works very similar to "Private import Japan". If a seller does not want to deal with customs and overseas shipping, (s)he ships the sold item to a shipping center Ebay designates. Then the shipping center re-posts those items to the buyers. That way, the seller is not responsible for refunds if something goes wrong in the mail.
I am guessing that Ebay determines shipping charges in Europe and other locations for this new global shipping program, and their computers must have goofed up.
