It's this pin with the black either rubbed off or not printed in the first place (probably a scrapper pin).

Wow, that actually looks really neat...like Art Deco. If it's a scrapper it's kind of interesting to think someone actually saved it when it was that badly botched. You could almost think of it as a rare error pin.
