What is the criteria for this set? Must it be at least the 10th anniversary for it to be released?

I think this is a good thing but must I wait until May 2019 for a UP DisneyStore.com - D23 Anniversary Series pin? Or will they make an exception and make one since its hot at the moment, again, and release it in May?
Or a Rapunzel DisneyStore.com - D23 Anniversary Series pin in November of 2020?
