Help Needed: about prototypes and proofs....

I was wondering how many artist proofs or pre-production proofs can exist for one pin? Also what if a pin was never released (like pin 84997) but was submitted, do all the proofs get made?

I am curious about it, but I also do have a personal reason for asking:

I purchased one such item. I asked the person a question after buying a never released pin, and the pin was relished asking how many of these do they have. They have yet to respond.

The seller from what I have heard is professional and only deals in authentic pins so at first I wasn't too worried. Now they have listed a third "never released" pin.
