Could you be more specific? At Disneyland? Soda Fountain? They are suprise pins. It seems at DLR about every other month we get a new villain surprise with the PODM release. Soda Fountain is hit or miss, usually before a major holiday we will get a themed pin. Like early March for St. Patty's, mid June for 4th of July, etc. Or if the flyer shows 3 pins only on a release day, chances are a surprise is coming. Almost always there is a surprise at a pin event at DSF too.
 
The Soda Fountain releases a surprise pin every month for one of their releases. The park releases a villains pin every other month around the time the PODM pins are release. I don't know if WDI has surprise releases or not, I'm not 100% sure.
