If you receive payment as goods and are unable to complete the transaction, open the transaction in which you received the payment and click on the link that says "issue refund." This gives you the opportunity to do a partial refund or a full refund. This returns the funds to the buyer on the ORIGINAL method of payment (credit card, bank account, paypal account, etc.) It also reduces the fee that is charged by PayPal (if you do a partial refund). Please note, however, that you will still be "stuck" with the 30-cent fixed transaction fee from PayPal.
If you receive payment as a gift and are unable to complete the transaction fully, you can also click on "issue refund." If you receive payment as a gift and are only partially able to complete the transaction (i.e. you sold 2 pins and only can find one to send), then the only option is to send payment to the person as a gift. For "gift" payments, you can only issue a full refund (as part of the original transaction) or send part of the funds back as a gift (new transaction).
I have had this happen to me on multiple occasions that I thought I'd write about it here. I send payment as goods and then receive a "refund" in a different transaction, as goods, thereby making me incur fees and I don't get a refund of the entire amount I paid. I then return that amount to the seller, walk him or her through the steps of properly issuing a refund, but am still out the 30-cent fixed transaction fee.
I wonder if it shuld be moved to the Market Place. Its current location is a bit out of the way imo; it might get better visibility from shoppers in Market Place.
