Yes, this is an official Disney site. Though that site mostly just has (usually outdated) information regarding the merchandise. The purchase button links to the official Disney store, so you can save a bit of time by just going directly to disneystore.com
 
Thanks but I'm still slightly confused.
On there it says to email them some information to recieve the pin. This makes me believe you can purchase it regardless.
 
You can purchase from the parks via their Mail Order service , the email addresses vary depending on which park . They sell open edition pins plus anything limited edition that doesn't sell out within a month , I know that's how it works with DLP anyways .
