Pins with serial numbers!?!

Okay, I suppose that I'm just slow or clueless or something, and perhaps I've even missed this being discussed here already, but when did Disney start putting serial numbers on their pins?
I received a package yesterday and two of the limited edition pins had serial numbers on them. One is the Sorcerer Mickey and Yen Sid from the Valliant and Villainous series, and the other is the cast member Goofy's 80th Birthday pin (see pictures below). Both the pin and the card have matching numbers (incentive to keep cards I guess).
Does anyone know when this started and how wide spread it is so far?
