36 Pin Mystery Set

Hi, so I am at WOD and came across these... never saw these... There are 2 pins in a pouch. Anyone have any clues?

Are they blue pouches? I would think that they are the Stamp pins but I could certainly be wrong...lol

they are great traders right they, they are this years PT52s so trade them NOW. they come in around once a month and then gone

I found a row of packs hanging at World of Disney outside of Disneyland. They were on a spinner rack at the bottom under all of the Mystery Box sets.
