Hm...at first I thought it might be from this set (a couple of which I'm still trying to trade for): http://pinpics.com/cgi-bin/group.cgi?group=5742, but I don't see that particular backing. I'll keep searching Pinpics. It looks like that type of pin, maybe part of a mystery set that is the back of a pin-on-pin.

On Ebay, it was in a small lot I bought. I do not care that it is broken, because the lot has 2 better pins I wanted 🙂

Maybe it was a pre-production pin and the pin-on-pin Lilo & Stitch just had not been added yet?? From your picture, it really doesn't look "broken" ... it looks more like it hasn't had the Lilo & Stitch part added yet ... hmmmm ... might be a better pin than you think! It is pretty! well if its broken, you now have a cute background to use to make your own pin. if you find an OE or nice scrapper you could cut the post and glue it in. 🙂
