Did everyone see the new rules for the marketplace?
I've never used the Paypal app, but on the website, it does not let me toggle who pays the fees if I'm sending payment for goods or services. It says "seller will pay the fees" and there's no button to change that.
It does let me toggle who pays the credit card fees if I am paying by credit card. But those are different fees.
That may be what I was thinking of, but I had it confused with the regular seller fees. So if the buyer chooses to use a credit card are they responsible for that fee or is the seller?
Also, as a goods transaction all the PayPal rules now apply correct? Must have tracking, over $250 must have signature confirmations, and international must use a trackable shipping method?

So....am I allowed to ask for payment as Money Order or Check?
If you mean that you would accept payment only by Money Order or Cheque, I don't see any problem with that. (You can't, however, ask for one price if paid by Money Order or Cheque, but charge an extra fee for Paypal payment.)
Actually, you need to ask for more because taking payment via PayPal goods means that you have to have a TRACKABLE means of shipping (as well as an online method to confirm delivery.) So, your international buyers will need to figure out whether they want to pay $10-20 EXTRA, on top of the costs of postage & cost of the pin.
