Did everyone see the new rules for the marketplace?

I've never used the Paypal app, but on the website, it does not let me toggle who pays the fees if I'm sending payment for goods or services. It says "seller will pay the fees" and there's no button to change that.

It does let me toggle who pays the credit card fees if I am paying by credit card. But those are different fees.

That may be what I was thinking of, but I had it confused with the regular seller fees. So if the buyer chooses to use a credit card are they responsible for that fee or is the seller?

Also, as a goods transaction all the PayPal rules now apply correct? Must have tracking, over $250 must have signature confirmations, and international must use a trackable shipping method?

If buyer pays as goods with credit card, there is nothing that says who "pays the fees" (PayPal doesn't provide the option to let the buyer absorb the cost or the seller, but the fee for using a credit card is the same 2.9% + $0.30 that PP already charges as goods). There is NO additional fee.

The prompt of who pays the fee for using the credit card only comes up when you send as a gift.

Yes, the other PayPal rules should apply. So, this will make an international sale even more expensive.

I buy from U.S. sellers all the time (on ebay and on other sites), and they ship to me without a trackable shipping method. Just FYI, the number under the bar code of the customs declaration form is generally trackable until the item leaves the U.S. If you ship to Canada, USPS tracking will actually show the handover to Canada Customs.

If you mean that you would accept payment only by Money Order or Cheque, I don't see any problem with that. (You can't, however, ask for one price if paid by Money Order or Cheque, but charge an extra fee for Paypal payment.)
 
Oh no, it wouldbe same price for money order or check. My issue is I can't accept paypal for goods/services until the new year when my limit resets. I do have top 10 feedback on this site :)

Actually, you need to ask for more because taking payment via PayPal goods means that you have to have a TRACKABLE means of shipping (as well as an online method to confirm delivery.) So, your international buyers will need to figure out whether they want to pay $10-20 EXTRA, on top of the costs of postage & cost of the pin.

The only mail class that is trackable both here in the USA and internationally are Priority Mail Express International™ (PMEI) and Global Express Guaranteed® (GXG) items. That costs $45 to $100.

That's not entirely true... (Or, more accurately, it's probably some what outdated now) That statement just means it's tracked by our post office specifically in both countries.

Any shipment that uses a large customs form will be trackable all the way to delivery in most major countries (UK, Germany, Italy, Japan, Australia for sure, as I've done it and watched the tracking myself. Most other countries probably do as well.), it just may take a little longer for the information to go from foreign post office to our post office to get in the system, but it always works. The customs form # is the tracking number. This wasn't the case as recently as a year ago I think, so a lot of postal workers might still use the 'customs form is not tracking' comment, but it is now, and it's what is used by the postal services in most countries. And PayPal will accept the customs form number as tracking since you can look it up and show that it was delivered.

Keep in mind, this is the _large_ customs form, the one about 8x6 inches with about 10 copy sheets. Not the tiny one used for 'small packets', which is likely the one used for pins... You have to use at least the smallest flat-rate sized box I think, so shipping will still be about $23. The small packet form is just trackable in the US as someone mentioned, I've never seen that one show up beyond 'accepted by foreign country post office' which is largely useless for a claim.

But there simply is no 'cheap' way to send things international anymore if you want tracking/insurance/PayPal security. Unless it's a really rare/expensive pin, it's almost not worth it to cover the shipping costs for tracking/insurance.
