Also, these rules apply to paid games only. Free games are free to run however they want to since they don't accept payment.
 
Ack, I do have one more question. It says that shipping can be extra but international shipping should not exceed $10 additional. Does this mean that the most we can ask for shipping is $10, or the most we can ask for shipping is $10 above the additional shipping cost for USA players?

So, if I were to run a game where I have price per spot and shipping is an additional $3 for USA players, would international shipping be $10 or up to $13?

$10 additional. So if you have a price per spot where shipping is an extra $3 for USA players, international shipping can be up to $13. Usually when I do games, I say it's $3 for the first spot and $1-2 for each additional spot (for shipping)., with a maximum of $5-7 for shipping for unlimited spots in the USA. So the max for international would be $10 above the max for USA.
