You can find some pretty cheap pins on the Disney website once in a while and if you have a ton of Disney dvds you can sign up for Disneymovierewards.com, input the codes you find on inserts in the dvd cases and gain points which you can then use to get a few pins from the rewards. Most dvds will give you 100 points, some of the older titles (like Darby O'Gill and the Little People) will give you about 75 points. For two D23 pins, either Donald and Minnie or Pluto and Goofy, you'll need about 1250 points but it only looks like a large number, it really took me no time at all to get enough points for all four pins.
I'm not sure if I'm allowed to mention this site but there's also a place online called Listia; it's an auction site but you bid using credits, not money. You can purchase credits but you can also earn them by doing surveys and stuff and by referring people. The people there aren't too bad and I've had a few good experiences, even picked up a few nice pins. There are a couple of people there that are very serious about getting what pins they can and winning auctions can be a bit of a headache when you're waiting for just three or two seconds left before placing your bid and hoping you win.
Of course there is also the option of buying from people on this site in the buyers thread. The prices are usually pretty decent and the people here are less likely to offer scrappers.
Are you looking to purchase LE pins to trade (like you would through a Pin Pics trade or at a Pin Trading Night) or are you looking for low priced legitimate pins you can stick on lanyards the next time you go to DLR or WDW?
If you're looking for LE pins, you've got a few options. You can order pins from disneystore.com; on occasion they have LE and OE pins that are sold in DLR and WDW (including the POMH pins) as well as their exclusive LE pins. While their selection definitely isn't what it once was, you still might be able to find something decent every now and then. The only downside is the shipping costs can be a bit pricey, so you might be best off saving up your purchases and checking out at once (sometimes they'll offer discounted/free shipping if you spend enough). You also can order pins directly from DLR or WDW through DelivEARS. They'll send you OE pins immediately; LE pins will be mailed out a month following their release. The biggest downside is that the shipping costs can be high, but the advantage is that you are purchasing directly from Disney and you will know that your pins are legitimate.
You also can purchase pins from the Soda Fountain in Los Angeles through the mail, but you'll have to wait two weeks following their release before the store will send them out.
If you're looking for low priced pins to stick on lanyards, I'd suggest checking the sale boards here. You also can check Disney outlets and, I believe, some Disney stores might sell pins. I won't say not to use eBay, but just use caution when looking at lots of pins. There are too many dodgy pins out there, but not everyone who sells on the 'bay is selling questionable pins. Just use common sense; if something seems too good to be true, it probably is.
