Team because of the amount of players on this game 35 PODM's we are locking on the 4th owner. I say this for your benefit as well. Some Purple players might want to dip into the black and some green players might want to dip into the purple. Allowing for an extral steal or a 4th owner gives the lower tier player an opportunity to move up a tier level.

If a purple player decides to go down a tier and steal a black PODM then that now leaves an open empty spot in the higher purple tier level. That person who was stolen from can open up a mystery purple number or steal another black PODM. He/she cannot steal from a purple tier player, it would not be fair for those who submitted purple PODM's. On a good note you will be able to open a number in that tier level thus bumping up because someone was nice enough to bump themselves down.
