Jafar 13 is only available at Downtown Disney Pin Traders. While there, ask to see the Passholder pins, however you must have a current AP. They should have what you are looking for.
 
I can still pick up most everything at cost. Jafar 13 and Be our guest paaaholser pins are $18 due to the trouble I an having to go through to get them
