Just ask the people in the Town Square place. He is on Main Street at the front at about 12, I think. He is there for about an hour talking about stuff. Just after the talk is when you want to try to talk to him about pins. I think he was on the schedule.
Oh, but I'm know he takes 2 days off. I think it's Fri and Sat though. Try Google.

When we were there last December he was there only during 3 of the weekdays and always before noon. He came on the trolley starting at the main circle going towards the entrance. He sang with the quartet and was pulling a wooden duck ?? or something like that. You can inquire about his schedule at the town hall. Judy also told me that he has a FB page.
I've seen him there several times on Sundays. It's just hit or miss. I think he does other things besides Scoop and his days change, but like someone else said, they can tell you at MK guest relations.
Oh and it's a set of dogs he pulls. Scoop's pets Butterscotch and Licorish. (LOL, I have no idea how to spell it, but you get the idea
)

I was there in May . His schedule was Sunday, Monday and Friday from park opening till noon . He performs at Mickey's Backyard Barbeque on his days off as Scoop . Look for him on Main Street with the Dapper Dans, Fireman, Mayor , Wome's Right Movement . he is sometimes on the trolley, but usually around the Main St Cinema that now carries the Art Of Disney merchandise . He appears mornings at 54 mins past the hour. He's out for 20-30 mins per set. You will usually see him with the sax band, the dapper dans or the mayor and Smokey (fire chief).
Even in costume sometimes he can be hard to spot and it took me several trips to catch up with him. I started to wonder if he was just a myth. But he's a great cast member and makes pin trading a lot of fun!

When I was there in may I asked at guest services where to find him the said they were not sure but he is usually in the jewellers on main street with a LE board of pins at 1pm. We had no luck finding him. I asked the balloon seller if he knew where to find scoop and he said "who the actor guy??" Cheers mate spoil the magic why don't you! Actor guy indeed... Next thing he will be telling me and the kids is Mickey Mouse isn't real!! Good luck finding scoop!
