The "Official Disney" answer is 2 Limited Edition pins per guest per day. The official pin trader answer is 2 LE pins per CM per register, per store, per shift.

Is it 2 of the same LE Pins per guest per day? Like if I wanted to purchase 2 LE PODM pins and then 2 LE Dumbo pins is that not allowed in the same transaction according to Disney?

It's 2 LE of the same pin per guest per day.

Yes, 2 of each LE pin. You would be allowed to get 2 LE PoDM and 2 LE Dumbo pins in the same transaction!
 
Rumor afoot at the Tangled event was they are trying to implement a tracking system on the annual passes so the second sets and on aren't discounted. (Because if you show your pass they will get flagged you already bought 2.) I'm not sure if it's going to happen or not. Disney loves money and all that does is stand in the way of them getting more money.
 
If you have 3 other people with you though, you can walk up to the counter and get 8 pins in total. Although, some stores at WDW were making us ring the pins in two at a time, they were still letting us buy all (insert number here). We just had ___ number of transactions. I'm not encouraging you to try and beat the system, but I am telling you if you have your friends and neighbors go with you to a pin release and you get their early, you can go home early.
