Can anyone explain to me what shill bidding is? And I have a random question I've always been interested in as a seller. Say someone bids up your item. Are they obligated to pay, or does ebay let them off the hook. I've had a few second-chance offers before, and found it interesting that someone outbid me but didnt pay?! I know I've had to retract best offers before, but I did it within an hour of making it. But I've also read that its like a contract and once you bid on an item you are obligated to pay. Anyone?
There are several available Buy-It-Now for $20 and up as we speak. I think the most logical explanation is just that somebody's purposely screwing with you, but here's hoping that's not the case.

A shill is someone who deliberately bids up an item to high levels and then attempts to "drop out" of the bidding once the item reaches a desired price. The shill works for the seller and has no intention of winning. In the event they "do" win the seller is only out the commission to Ebay as they "pay back" the shill. Needless to say this is illegal and will result in banning from Ebay or prosecution depending on where you are located.
What you may be encountering here is someone who placed an extremely high bid expecting people to drop out at a "reasonable" level to ensure they win the item and prevent snip bidding. It can backfire when someone guesses this has happened and keeps bidding up the price to an "unbelievable" level.
In this case, the 1st bidder bid $303.. and the 2nd 'high' bidder placed several bids.. if the 2nd 'high' bidder withdraws their final bid, then the 1st bidder pays $303??
I think both bidders look screwy.. jmho
